Cordillera Peoples Alliance

The Cordillera Peoples Alliance for the Defense of the Ancestral Domain and for Self-Determination (CPA) is an independent federation of progressive, grassroots peoples organizations in the Cordillera Region, Philippines. CPA is committed to the promotion and defense of indigenous peoples’ rights, human rights, social justice, and national freedom and democracy. CPA is a non-stock, non-profit mass- organization duly registered with the Philippine Securities and Exchange Commission.

CPA was founded in June 1984 in Bontoc, Mountain Province, by 150 delegates from 27 organizations attending the Cordillera People’s Congress. The founders of CPA are mainly indigenous leaders and activists who spearheaded the widespread and successful opposition to the World Bank-funded Chico dams project and the commercial logging operations of the Cellophil Resources Corporation during the period of the Marcos dictatorship, when the government and its corporate partners pursued destructive projects in the Cordillera, coupled with worsening militarization and political repression. There was then a need to strengthen the mass movement of indigenous peoples in the Cordillera to work for the promotion, recognition and defense of indigenous peoples (IP) rights and human rights. The newly-formed CPA answered this need.

Through the years, CPA launched sustained information drives, advocacy, campaigns, direct actions and local struggles on Indigenous Peoples’ rights and related issues. These activities were implemented along side organizing work of various indigenous communities in the region and building their capacity through education seminars, trainings and various types of assistance. As of the Eleventh CPA Regional Congress in 2017, CPA’s membership expanded to 307 member organisations, including four provincial chapters in Benguet, Mountain Province, Kalinga and Abra, urban chapter in Baguio City; inter-municipal chapters in Ifugao and Apayao provinces and sectoral federations of youth, women, elders, peasant, cultural workers, and human rights workers.

CPA is duly registered with the Philippine Securities and Exchange Commission (Sec. Reg. No.148608) as a non-stock, non-profit mass organization.

Mission

CPA is committed to pursuing and promoting the human rights and fundamental freedoms of indigenous peoples and of all democratic sectors in the Cordillera region. It is especially committed to defending the ancestral domains of the Cordillera indigenous peoples from usurpation, plunder and destruction. CPA’s commitment is striving for people’s equitable access to the said resources and to the benefits derived from their utilization through Cordillera peoples’ self-determination.

Katribu National Alliance of IP in the Philippines

The KATRIBU KALIPUNAN NG MGA KATUTUBONG MAMAMAYAN NG PILIPINAS is the national federation of regional and provincial Indigenous Peoples organizations representing various indigenous communities in the whole Philippines.

KATRIBU, formerly known as KAMP, was formed in 1987 after a series of national consultative assemblies of tribal leaders that culminated in a “Sandugo” (one blood) pact in 1984. The formation of a national indigenous peoples’ organization was the minorities’ response the escalating violation of their individual and collective rights and the impending threat of massive dislocation posed by large-scale industrial development programs of the government. Since then, KATRIBU has strived to work for the attainment of genuine ancestral land rights and self-determination for the Indigenous Peoples.

Vision Mission and Goals of the organization:

  1. Strengthen the unity of different indigenous peoples organizations all over the Philippines within the framework of the continuing quest for genuine self-determination and ancestral land rights.
  2. Highlight the issues and problems, advance the demands and aspirations of the indigenous peoples of the Philippines.
  3. Equip the indigenous peoples’ organizations with appropriate knowledge and skills for them to articulate their individual and collective rights as a people.
  4. Facilitate linkages and solidarity with individuals and organizations within and outside the country along mutually-agreed principles.
  5. Serve as the center for mobilizing and gathering support from various support groups and individuals.
