Indigenous Navigator New report: Climate Change and Indigenous Peoples’ Rights in Nepal and Bangladesh

Drawing on Indigenous-led data from the Gurung community in Nepal and the Munda community in Bangladesh, this report shows that climate action is still falling short on Indigenous Peoples’ rights. Across all nine areas analysed, implementation remains low. The findings point to major gaps in recognition, participation, FPIC, land rights, climate justice and climate finance.

This is a clear call for rights-based climate action that centres Indigenous Peoples as rights holders, knowledge holders and decision-makers.

This report summarises key findings from the 2025 pilot of the Indigenous Navigator Climate Change Module in Nepal and Bangladesh, implemented by the Lawyers’ Association for Human Rights of Nepalese Indigenous Peoples (LAHURNIP) in Nepal and the Kapaeeng Foundation in Bangladesh, in collaboration with the Gurung Indigenous community of Taal, Nepal and the Munda Indigenous community of Shyamnagar, Bangladesh.
