Indigenous Navigator: Community Data Gathering Report (Bangladesh) by Kapaeeng Foundation

The Indigenous Navigator is a framework and set of tools for and by Indigenous Peoples to systematically monitor the level of recognition and implementation of their rights. The Indigenous Navigator generates data and documentation that empower Indigenous Peoples to demand respect and implementation of their rights. By using the Indigenous Navigator, indigenous organisations and communities, duty bearers, NGOs and journalists can access free tools and resources based on community-generated data.

Since 2017, the Kapaeeng Foundation has been serving as a national partner overseeing the implementation of this initiative in Bangladesh. This report encapsulates insights gathered during the second phase of community consultations and data collection, which took place between 2020 and 2022. During this phase, extensive community consultations and data collection were conducted, involving six distinct indigenous groups (Dalu, Hodi, Khasi, Kondo, Lushai, Santal) and a purposive selection of their respective indigenous organizations. The comprehensive community-generated data, obtained through the administration of 138 questionnaires across 10 crucial domains, sheds light on the human rights, cultural, religious, socio-economic, health, and political situations of these indigenous groups at the grassroots level. The key findings of this report will prove invaluable for indigenous organizations, government entities, policymakers, journalists, and NGO/INGO partners. The report aims to support the assessment and monitoring of the human rights situation of Indigenous Peoples, as well as the implementation of the UNDRIP, SDGs, and other development goals.
